Policy and Uniform
Every individual is responsible for following guidelines set out by Scouting America. Every lodge must follow two deep leadership for male and female participants. All required training, such as Youth Protection, must be valid through the entire duration of the event.
Field Uniform (“Class A”) is expected for the Council of Chiefs meeting, ACT Conference, dinner, flag ceremonies, and shows. Activity Uniform (“Class B”) is expected at all other times.
Youth Protection
Scouting America requires all adult leaders to be Youth Protection Trained for the safety and well-being of its members. These policies primarily protect youth members; however, they also serve to protect adult leaders. All event participants must be registered with Scouting America.
Every adult leader registered with Scouting America must complete Youth Protection Training. Each Lodge Adviser will be responsible for collecting the Youth Protection records for each member of or over the age of 18 years old. As an extra step to verify the training status of all adults, we will require YPT completion date for registration. YPT completion certificates will not be collected by the Host Lodge but may be requested in the event of a suspected violation.
Tents:
- Separate tenting arrangements must be provided for male and female adults, as well as for male and female youth. Lodges should designate an area in the campsite for each group.
- Youth sharing tents should be no more than two years apart in age.
- All youth and adults must tent separately, regardless of relationship.
- Spouses may share tents.
If assigned to a cabin or dorm, separate cabin or dorms will be provided for male and female adults as well as for male and female youth, in accordance with Safeguarding Youth policies.
Camping Accomodations
There will be NO hammock camping. All participants should “Be Prepared” with appropriate gear for tent camping.
Safety and Emergencies
First aid will be provided by the host lodge under the supervision of a qualified medical team. The camp health lodge is located on the east side of the Lassiter Camp Headquarters and will be open during all hours of the event. The camp works closely with local hospitals to ensure they are aware of all events and possible needs.
Registration and Check-Out
Only those persons officially registered for the event or as approved event staff and guests will be allowed to remain at Tanah Keeta Scout Reservation and participate in the 2026 Section E5 Conference. Participants must be a registered and approved member of both Scouting America and the Order of the Arrow.
It is important that all participants who are leaving Section Conference check out with the host lodge. Details about the check-out procedure will be provided during the check-in process.
Code of Conduct
For the 2026 Section E5 Conference to be a success, each participant is required to follow a code of conduct so that everyone can have a positive and memorable experience. The general welfare of any group depends on the conduct of each individual member. As Arrowmen, we understand this and will abide by the following code of conduct:
As a member of the Order of the Arrow, I will:
- Observe the Scout Oath, Scout Law, and Obligation of the Order of the Arrow.
- Wear my official Scouting America uniform throughout the 2026 Section E5 Conference as designated. Unofficial hats, patches, and other decorations are not part of the official uniform.
- Attend all planned, general, and special sessions and events.
- Confine trading and swapping of patches, etc., to free periods and designated areas.
- Be personally responsible for breakage, damage, or loss of property.
- Observe quiet hours and lights out in campsites from 11:30 pm to 6:30 am.
- Keep my quarters clean and dispose of trash properly.
- Not change my assigned campsite without permission from the event registration center in order to help ensure emergency contact.
- Understand that the purchase and possession or consumption of alcoholic beverages of illicit drugs by any youth or adult at the event will not be permitted and will result in immediate dismissal from the event.
- Respect the state laws and Gulf Stream Council rules regarding fireworks, firearms, and gambling. Infraction of these rules will result in immediate dismissal.
- Not be authorized to sell items at the 2026 Section E5 Conference. I understand that the official trading posts and vendors are the only sources for purchasing items.
- Follow the Scouting America and Gulf Stream Council smoke free policies.
